The mechanism: cold air stays north, moisture runs south
Two circulation changes matter here. The polar jet in El Niño winters tends to retreat north, keeping the deepest Arctic air in Canada — that is the mild half. Meanwhile the strengthened subtropical jet runs across the Gulf states, carrying moisture along the southern tier — that is the storm half.
Most of the time the two stay separate, and the region gets mild, grey, low-snow weeks. 2015-16: both halves in one winter
The most recent strong El Niño delivered the whole argument in a single season. December 2015 was the warmest December on record across much of the East — in parts of the Northeast, by absurd margins. The seasonal signal, fully expressed.
Then, in late January 2016, a single storm produced one of the largest East Coast snowfalls on record from the mid-Atlantic into the Northeast — a top-tier blizzard in the middle of a warm, low-snow winter.
Both things were the El Niño pattern. Any framing of 2026-27 that promises a snowless winter, or dismisses the mild signal because one blizzard is possible, gets exactly half the story.
1997-98 ran closer to the pure signal: mild across the Great Lakes and Northeast with below-normal snowfall — and its own sharp exception in the catastrophic January 1998 ice storm across northern New England and southeastern Canada, a slow freezing-rain disaster rather than a blizzard.

Heating and energy. The tendency is real money: milder winters cut heating-degree days across the country's most heating-intensive region.
